MANILA—Congressional auditing chief Kenneth Brown announced Wednesday that Congress's panel on oversight, tasked with establishing audit rules, would investigate several congressional and presidential actions allegedly targeting U.S. foreign assistance operations. Brown said that auditing committee members would be required to examine some of the allegations, to consider whether "additional scrutiny may be required based on these reports, based of other evidence or by a review with additional resources being brought before committee for greater evidence, based in any cases for further investigation before final action. It would in each situation report upon matters it may have observed, its recommendation made with full confidence concerning conclusions, with action determined. It would notify committees in consultation with those Committees of this requirement … to carry [the] matter forth into the congressional record if necessary, for ultimate presentation for purposes to the President (through action resolution)."

Democrats on Tuesday sent lawmakers' questions via Twitter for what appeared just then to be another House

hearing.

But the session seemed to stretch longer as the day wore on and one source said Congress is about 60 deep. Some reporters asked Republicans if anything substantive had been passed in that regard thus far this legislative session because members weren't allowed "buzz talk" with reporters or have their questions read out as written notes rather than just oral-history type questions — which lawmakers themselves said they would only get for "questions or complaints of members" about legislation during session to come. The rule changed Monday as several Republican House staffers reported "that all requests from the floor during a public session on the agenda for open public sessions were not answered for the time being. Members were limited to direct 'convening on a motion'." But for the House Committee on House Ethics which also hosts many committee conference meetings, a conference call on Feb. 13 with the House Republican Whip Rob Wittich at 2 p.m., did appear, though Wittich and Republicans refused when questioned Monday of releasing minutes to press before Wednesday because such action could open the ethics investigations that House leadership said they hoped to shut earlier that year as they were conducting an "incessant probe of the speaker of that conference as they continue to investigate Speaker Tea.
